Washington State Bumper Law
Bumpers: A special motor vehicle shall be equipped with a bumper on both the front and rear of the vehicle with the exception of motor vehicles where the original or predominant body configuration, provided by a recognized manufacturer, did not include such bumper or bumpers in the design of the vehicle. For the relevant model year, bumpers must accommodate recognized manufacturer impact absorption systems per applicable Society of Automotive Engineers (SAE) Bumper Standards or equivalent standards.
Bumpers are optional equipment on vehicles defined as street rods and kit vehicles by the Washington state patrol vehicle inspectors.
Bumpers, unless specifically exempted above, shall be at least 4.5 inches in vertical height, centered on the vehicle's centerline, and extend no less than the width of the respective wheel track distances. Bumpers shall be attached to the vehicle in a manner equivalent to the original manufacturer's installation. Bumpers shall be horizontal load bearing and attach to the vehicle frame to effectively transfer energy when impacted.
The maximum bumper heights will be determined by weight category of gross vehicle weight rating (GVWR) measured from a level surface to the highest point on the bottom of the bumper. For vehicles exempted from the bumper requirement for the reasons stated above, a maximum frame elevation measurement shall be made to the bottom of the frame rail. Maximum heights are as follows:

Adding an additional bumper will not meet the above requirements.
Washington State Fender Laws:
All wheels of a special motor vehicle shall be equipped with fenders designed to cover the entire tire tread width that comes in contact with the road surface. Coverage of the tire tread circumference shall be from at least 15° in front and to at least 75° to the rear of the vertical centerline at each wheel measured from the center of the wheel rotation. At no time shall the tire come in contact with the body, fender, chassis, or suspension of the vehicle. Street rods and kit vehicles which are more than forty years old and are owned and operated primarily as a collector's item need not be equipped with fenders when the vehicle is used and driven during fair weather on well-maintained, hard-surfaced roads.

i inquired at equipment@wsp.wa.gov and finilly got a respones Revised Code of Washington (RCW) 46.37.513 states, “When any
motor vehicle was originally equipped with bumpers or any other collision
energy absorption or attenuation system, that system shall be maintained in
good operational condition, and no person shall remove or disconnect, and no
owner shall cause or knowingly permit the removal or disconnection or, any part
of that system except temporarily in order to make repairs, replacements, or
adjustments.”
In
addition, Washington Administrative Code (WAC) 204-90-040

so this means i need to git a motor home and strip it down , shorten it and convert it to 4 wheel drive?

Dear Draggontrial,
I've been dreaming of such a conversion of a motor home or a semi truck. Maybe we should get together and build one. (only kidding!)
It does seem like our only viable solution is to build something that ridiculous. I'm still working on the law on this from a slightly different angle. If I find anything conclusive I will share it with you. If anybody needs help in beating these ridiculous tickets, feel free to contact me.
It was great being out there with everyone in the snow. It was a great day. Let's do more.
Let's be more careful about where we stop for lunch and perhaps what way we go up and down the mountain. If we go on trails and roads that substandard law enforcement vehicles can't travel, we reduce the chances of being harassed. I actually agree with the intent of these laws, but the way they were enforced was wrong. It's worth fighting.

Hey everyone, just checking in. I agree with everything that has been said above.
I've spoke to State Patrol twice, a different officer each time. State Patrol will inspect your vevhicle and let you know what does and doesn't comply with the current respected laws of WA. Only problem is that State Patrol is not a certified vehicle inspector. So they will not sign anything stating your vehicle complys with WA State Laws. I was hoping I could just have them inspect my Pickup, and get something signed saying its legal, but they cann't/will not.
Also I'm fairly sure most of use fall under the 4500GVWR or 24" front bumper and 26" rear bumper height(real challenging to stay within legal heights)...
Bumpers need to extend to at least the center of the tire, and according to state patrol a tube bumper is legal(Smitty Built)...however the LEO we meet on the Snow Run said that it is not legal so I guess it depends on a Federal Judge to decide.
